1998 Seadoo challenger 1800 both engines won’t start

I have problem with my challenger 1800 both engines won’t start. Looks like it’s not getting spark. I crank engines and don’t see any spark. What would control spark to both engines? Could it be the computer “ mpem”? I checked coils and resistance was .6 ohms. Which shows that the coil Primary side is good. I checked the resistance on secondary side of coil. Placed one lead in one plug wire And other lead in other plug wire with boots removed. Resistance was 24 K ohms which seemed to be out of spec. What should i check now? I’m new to seadoo jet boats but learning more now that I own one. Any help Or suggestions would be appreciated. Please advise?
 
A few questions to see if I can help? Do they turn over? Can you smell gas in the cylinders when you remove the plugs? Are the plugs fresh?
