1998 sea doo challenger 1800, electrical short, how to fix

I was given a 1998 sea doo challenger 1800. The person I got it from said the mechanic told her there was an electrical short and it would cost $1500 to fix. I know nothing about this boat other than that. I did find one of the 3 fuses that come directly from the battery was missing and the blown fuse that belonged there was laying in the bottom. also two of them were 20 amp fuses and one was a 10 amp. I believe they should all be red? what are these three fuses for?
 
after some reading, I have figured out that all three fuses should be a 20 amp. I just cant figure out why the 128 wire keeps blowing the fuse any ideas?
