1998 gsx limited not starting-one long beep

I just bought this new ski last night, and the owner was as honest as he could be. He took the ski out last year and the thru hole fitting and protection hose broke.. therefore letting water in. I'm not sure if he rode back in or if he flushed the engine, but i do know that the ski will not start. I have it hooked up to a good battery, and the starter just clicks. When doing the reset of 5 pushes of the start button and then connecting the key, i get a long beep. i also get a long beep and the ski turns off the gauges and turns them back on anytime i hit the start button. I tried to hit the otherside of the starter selinod but it will either arch or spin the starter but not engage it. Im not sure if theres a lot of corrosin or what, but i want to get this started.

When you push the start/stop button 5 times, this puts the DESS system in advanced diagnostics but in the manual, there is no code for one long beep. There is however a code for one long beep in the basic mode....it means it's the wrong DESS lanyard for the ski. You'll need to get a programmed lanyard. Do not try and jump start or cross the electrical components without good knowledge of the DESS and mpem. IF you blow out the mpem, your looking at several hundred dollars in replacement.

What do you hear when you put the lanyard on the post without pushing the start/stop button 5 times?.......if you still hear one long beep, then it is a bad lanyard or the wrong one. If you get two beeps, then it is the correct one and you must have something else wrong........
 
Ahh.. i hate to say it.. but i took the head off the engine yesterday and the piston was rusted to the wall. Looks like a new cylinder exhange from SBT is in my future. The crank and other piston are ok, once i got the head off, it rotated with no problems. The starter is strong, and the lowerunit looks okay, vts and everything works, so i don't think that its bad for what i paid for it. That would explain why the starter wasn't kicking over yesterday.. couldn't move the engine. Oh well.. carbs are fubar'ed but i bought some new ones as well.. looks like i have quite the project on my hands. How hard are the new top ends to replace.. my experiance goes pretty much as far as rebuilding a lawn mower engine..
