1998 Challenger 1800 no middle between 4k & 5k

I have a challenger that I can not get to run 4500rpm on either engine (at least they are tuned similar). At first I thought it a carb issue but since they both do it equally I am not sure. Maybe it is just how this boat is. It has always done it but started pulling a knee board and wake board and trying to find the happy ground.
Once it hits 5 it just wants to take off.

Maybe clean and adjust the rave valves. Screw the red caps down 1/2 to 1 turn.

I was thinking of adjusting the rave valves. I figure that's where it is opening up a bit. If I an get it to open at 3500 it would be good.
I have the kit to clean them and plan to do that this weekend.
