1997 Sportster impellor won't spin once launched in water

Hi, we just replaced our 717 motor with a refurbished one from SBT. The motor cranks and runs fine on the trailer but once we put it in the water the prop won't turn. Any ideas? Thanks in advance!

SBT is the problem. I have three of them sitting in the floor in my garage! This ought to get some people upset.
