1997 Seadoo Challenger Throttle loose. Not connected

My Seadoo Challenger lost all throttle. It is totally loose. It feels like it came completely disconnected. If I pull out the housing, could the throttle cable have become unattached? Is it easy to re connect? Do I have to check to see if it came loose in the engine compartment. Any suggestions or help will be appreciated. Please and thank you in advance.
 
The cables are attached at both the engine and handles... and won't just fall out of you pull up your handles. BUT... the throttle cable can have broken.

Have someone look in at the carbs, and have someone move the throttle handle to see if the carbs are moving.
