1997 seadoo challenger 1800 not running right

I just got a seadoo challenger 18000 that had been sitting for two seasons. One of the engines is running pretty well but I cant get the other over 2000 rpms I thought it was the sparkplug boot for one of the plugs but I replaced and still nothing. If G over 2000 rpms it starts to die off. If anyone has any suggestions im all ears trying to get this thing going strong for the summer
 
Do the basics, fuel filters, remove and clean the carbs internally, drain the gas since its 2 years old. Then check the jet pumps oil and wear rings.

I cleaned the carbs and replaced all worn gaskets and such. It runs better but it wont go over 4500 rpms. please help me out here im almost there but not quite yet
 
what do you mean by service i removed all the rave valves and cleaned the blades and valves and replaced the gaskets all the rubber looked in good shape and checked compression 150 psi in all the chambers. took one of the valves off this evening and there was a small amount of water on top of the valve.
 
Make sure the throttle cables are getting a full pull, make sure they are around the carb linkage correctly. Look down the throats of the carbs to verify.
