No, the 717s do not have rave valves. I could be wrong, but I believe it has rotary valves.

Unfortunately, I'm not sure. But I found this on another post on the forum. I don't really understand this, not sure if you will, but it's worth a shot:

from the rotory valve gear, in center of that, draw lines from center of gear to outside surface edge of rv cavity, going above and below the front hole, so your line is hitting top edge/bottm edge of hole, continue with line to outer surface and those markings are yuor 0*

i have a 97 speedster with twin 717 one motor runsne fine. the one behind the driver runs fine up to 4500 rpms but anything over that it surges. any ideas to fix it
 
Have you checked the compression on the cylinders or checked the hoses for slits and made sure they were tight?
