1997 Sea Doo Speedester will not back up

I cannot get my 1997 Speedester to Back up at all. It will not move back at all!
This is the second 97 Speedester that I have owned and the last one did not back much but it did back up when you needed to move some backwards.
So on the boat that I have now,
I have adjusted the cable tie rod end thing that the bolt go into that connects to the Jet Cover Gate what ever that is called that covers the Jet Nozzle. I have adjusted it all the way to the end of the cable to the middle of the cable and to the end. By taking out the bolt and turning the turn buckle each way.
Seems to have no effect.

The tabs lock in place everything looks good. Nothing seems to be broken.

The only thing I can think of is that the nozzle cover needs to go up some to find the sweet spot that so when the water comes out of the jet it hits that cover and cause water to divert under the boat.
But I don't seem to have enough adjustment to raise the cover enough.

So any suggest on what to check or do next.
I cannot be the only guy with this type of issue.

I had the same problem with my 96 challenger. Turns out the shift cable housing was cracked at the shifter. I did a temp fix with a piece of fuel line and a couple of clamps which made the cable work but not in reverse. I put in a new cable and everything works again. Seems like any stretch in that cable will not allow it to fully engage the reverse bucket.
 
i just had to replace the shift cable on my 2000 Challenger. it broke of the very end going into the shifter lever. it was stuck in reverse. with the cable broke i could move the gate by hand. wasnt bad to replace after i figured it out. took a little research.
