1997 sea doo GTI HELP

So my dad bought a 1997 sea doo gti and we have yet to be able to use it. It will rev up out of water but the moment I put it in water it won’t rev over roughly 3000 and won’t get on plane. Choke immediately kills it when pulled. Here is a list of things I’ve done and tested
All gray fuel lines replaced
New 98.5+ carb
No AC voltage at the battery
Charging at 14.2 at half throttle 12.9 at idle
Checked for air leaked multiple times
Good spark and plugs

I have attached pictures and I need someone with a little more 2 stroke experience tell me if there’s an issue with the rotary valve. It’s got grooves but idk if it warrants replacing it.

1. What is the compression?
2.Rotary cover looks really worn so check clearance per the manual.
3. What jetting, needle and seat and spring is in the carb?
 
150 across both cylinders
Can you link me that procedure?
And it is whatever stock jets for the updated carb is. I believe the high jet is 167.5 and idle jet is whatever stock is
