1997 GTX 757 help

The problems started with cleaning carbs, a clamp dropped in the engine unbeknownst to me, cracked case. Took the engine out, completely disassembled it, had cases welded by machine shop, and reassembled everything. Had real difficulty starting, then could get to start on trailer, not in water. Started on trailer then turned on hose, saw water by base gasket, so I completely removed top end again. Compression readings were around 135 per cylinder. I removed top end again, also removed cylinders and had them bead honed, and reassembled. Now my compression is down, could be due to rings not reseated yet, but still will not start, and still seems to be getting water in it. That could be because it doesn't seem like it is pumping fuel. I figured it could be not getting pulse, so leak down tested the case, at 5 pounds did not leak anything off for over 4 minutes. Now I am at a loss, not sure what to do next. Any help would be appreciated.
 
case needs to hold at 10lbs...ur rock'n on hook'n motor urself, think you'll find it. With all apart, recheck the float-arm assy, make sure that tang is level with carb body, or perform pop-off test...
 
Acutally is a 787 motor, a typo, not sure of a couple of those tests you mentioned. I know the manual mentioned to leak down test at 5 pounds, is there a reason or update that you mentioned 10?
