1997 Challenger one engine won't start

I am trying to restore a 97 Challenger 1800. I got starboard engine fired up but port engine was full of oil. cranked it without plugs, made a big mess.
cranks but still will not start. does have spark. After cranking, it locks up, starter will not spin it over. if I remove plugs and crank a little oil will spray out. Then it will crank again with plugs in.... but not start.
what next?

UPDATE: compression 210 / 210. my "mini" rebuild of this one was disassembly, inspection and re-sealing with SBT gasket kit.
am I correct to think head gasket is wrong? will it cause that much increase in cyl psi?

You don't have a head gasket on these, just o-rings.

As 1of500 said you still have a bunch of oil in the engine causing the high compression numbers.

You have to basically get it running in order to get all the oil out.
