1996 Speedster Port Motor is Louder

I've noticed my Port motor is louder and more high pitched like a 2 stroke dirt bike... Could this be exhaust? I've notice a little water dripping where the black piece clamps the pipe to the muffler. Thought maybe this would be the problem. So they sale a rebuild kit for the exhaust pieces?

My water regulator was melted causing no water flow to the tuned pipe causing that hose to blow. Check all the coolant passages for blockage.

Where is water regulator located? Seems my tuned pipe is getting hotter than it should on the hose especially

Water regulator is mounted on the water box (first muffler) and it has a cap on it that looks like a rave valve. It controls how much water is injected into the tuned pipe. Bad regulator can cause wot rpm problems and melted hose problems.
