1996 speedster MPEM beeps and varous questions

I've got a 96 speedster that doesn't really beep. I have only heard it beep a couple times in the year I've owned it. When I install the safety lanyard I don't get 2 beeps or anything but it starts and runs good for the most part. Sometimes the right engine doesn't turn over when you press the button but when it turns over it starts ok. I suspect the relay solenoid, but that engine was also dying when I turned the last time I had the boat out. Could these be related to the computer? I'd like to check the fuses but do I have to disconnect the batteries or wires from the panel before I start pulling/ checking fuses?


P.S. the gas tank WAS low when it was dying but the fuel pickup is the same for both motors so I'm not sure if that could be the cause. I'd be inclined to think carbs or fuel pump, but maybe someone knows something specific to these boats and this symptom. Compression was 150 on all cylinders when I checked that yesterday.
 
The buzzers go bad on these 90's models of Seadoo. The part number from Radio Shack is list on the site here. Usually dying out is a fuel problem. I would go over the fuel system and see how it looks.
