1996 speedster high speed carb screw

I took my carbs off to clean them in hopes to fix an engine hesitation that i am having. Once the carbs were off I followed my manaul and took the carb apart to clean it. After reading a few threads i realized that Is shouldnt have touched the high speed needle , that it is set from the factory. IS there any guidance one can give on how I should go about setting this needle to the right position.

What i have done thus far is . I originally only took one of the 2 carbs apart a time. So I took the other carb and backed the high speed screw out and counted the rotations. I then used that as a guide to put the other screw back in, but in doing so I wasnt able to complete the number of rotations needed to match the untouched carb. The needle fully tightens before i can reach the number of rotations of the other carb.
 
The High Speed screw is set to "0". It has a plastic cap on it to prevent it from being turned out more than a 1/4 turn. The Low Speed Screw is set to 1 1/2 turns out. It has a pin through it. Make sure both carbs are synced to each other. To adjust the idle use the single screw to adjust both carbs near the throttle linkage. Do NOT use the Low Speed screws to adjust the idle speed. In the water the idle should be at 1500 rpm's. On the trailer it should rev at 3000 rpm's because it doesn't have the load of the water on the impeller.

Turn the high speed screw clockwise until it stops turning - don't crank down hard on it.

Ok ,
So all i have to do is turn the high speed screw all the way in until it stop and put the cap back on and where good. that sounds easy enough. Thanks for your help i will let you know how it turns out.
