1996 Seadoo Speedster Port engine top speed is 3000rpm compare to normal 7000rpm.

One of the engines can run at full speed (7000 rpm), but the other engine only runs up to 3000 rpm. Could anyone tell me if the problem is the carborator, the intake, or something else?

Dr Honda,
I changed all (4) spark plugs, filled up the gas tank with super unleaded. It fixed the problem. It had been working fine.....
...
Until last week, It won't start after an hour the engine was turn off for the kids swimming in the middle of the lake. I connected the battery jumper to the battery, and started the engine. It worked. Since then, I needed help from the battery jumper start each time I turned off the engine.

I changed 1 new battery a month ago, and the other I bought last year.
Please give me an advise.
