1996 Challenger not getting on Plan or Rev above 4700

Hello,

I just bought a used 1996 Challenger with a single 787 (2-stroke). I have done a lot of work on it so far (I had to replace the block), and when I went to run it today, I could not get to rev above 4500 or get it up on plane. I ran it multiple times on the hose but never had it WOT for more than a second or so, so I never really paid much attention to RPMS. Is this a fuel issue, a prop/wear ring issue, or possibly both? I used the carbs off the old motor, and I did not rebuild them (I was in a rush...).. but it seems like this would be a good place to start. But any other insights would be greatly appreciated
 
Check compression
Load test battery
Does the motor Rev but not accelerate, could then be cavitation
