1995 Sportster problems

Hey guys, First time posting and first time owner, So hopefully I will answer all my needs in one question. I have a 1995 sportster, I have had it for about 2 years, When I first purchased it, I didnt do a water test. ( learned my lesson there) it starts and runs fine on dry land, but when you put it in the water, it starts and runs fine up to about 3 mph then bogs down and wont go any faster...

I am very new to this so any help would be appreciated, please keep in mind that I have very little knowledge about working on this type of engine.
 
Based on age and the issue you are having, I'm betting the Carbs need rebuilt.

Replace the needle and seats as well. Use ONLY OEM gaskets. The aftermarket fit but are stuff and hold the needle up and cause issues.
 
Hold on a sec, you say it bogs down and wont go any faster. Now this part is very important: When you are going 3 mps, what are the RPMs doing? Are they wandering or hovering around 3k? 4k? Holding solid at 6k? If the RPMs are not consistent, and below 4k, then you have a carb issue. If the RPMs are pegged up around 7k'ish, then you have a bad jet drive. Or your F N R cable needs to be adjusted.
 
If its bogging down it might be a fuel problem. Only Genuine Mikuni parts for carb rebuilds. You don't save much on aftermarket carb parts anyway plus they are junk.

Check Compression also.

did you, by chance, remove the fuel filter bowl/bowls on and not screw them on perfectly therefore sucking air? this happened to me which is why i mentioned it.
