1995 Sportster- No Beep when key is turned on and no start- Please Help

So my boat has been sitting for 2 yrs. I've just rebuilt the top end and cleaned carbs. Went to start and no beeps when I turn the key on. I do get the neutral beep and bilge pump works, just no beeps and nothing when I push the start button. I jumped the solenoid and it turned over but shouldn't I get some beeps when I turn the key on?
