1995 SPI hardly runs in water

I'm new to this seadoo thing and I'm having a little trouble out of this skis (I have 2 1995 SPI). I've repalced fuel and oil lines, rebuilt carbs with oem parts, and new battery. Both skis run great out of the water. Rev out cleanly and sound great. Idle set around 2500 rpm. When one of the skis goes in the water it will idle around fine but with any amount of throttle input it will only increase a few hundred rpm and has no get up and go. 140 psi on both cylinders. I believe it is running rich because the plugs are wet. The other skis hardly runs at all in the water and I can't keep it alive. 130psi on both cylinders. Any help is much appreciated!
 
It feels like it is too rich to me. Plugs are wet and it smokes a lot. It also doesn't surge like it is lean
 
Sounds like the Rotary Valve has too much clearance.

Check/Measure the Clearance.

The Rotary Valve Intake Face and O-Ring Groove have to be machined back to spec.
 
How would I go about measuring it on a 587? If the rotary valve was out of spec wouldn't it be hard to start? These skis crank right up

Got them ripping in water. Both high speed screws were about 1 turn out and 1 ski only runs on reserve even with a full tank. Got new fuel selectors coming in the mail. Thank yall for taking your time to help!
 
And as an after thought…if the tv clearance is too much,,,the if hard starting only occurs after the motor is warm,,,not at the initial start.,,just food for future thought.
