Have you used this boat before without having these issues, or has it always done this as long as you have ridden it? My 95 performs similarly to what you are describing, but it's normal. On the 95 speedster, they only had 1 intake grate, which then "Y's" of to each pump inlet. Due to this setup, they used 2 DIFFERENT impellers. Port for "low end" and the starboard for "top end" (unlike our later dual-intake grate brothers that use the same spec impeller in each pump). That being said, the port engine does most of the work until (or until right before) you plane. Then the starboard impeller gets to work. In the end, they both work together to maintain top speed. On mine, if I plan to go full throttle (and don't want the engines just red-lining and cavitating the whole time), then I accelerate both throttles to about 3,500 MAYBE up to 4K and then I ease into the port throttle until I feel the boat about to plane (by then I am reaching maximum throttle on the port engine). Assuming you have a good "hook-up" (ie wear ring, impeller, seals, etc.) then you probably won't be red-lining yet on the port engine. I then start easing into the starboard throttle (which should have been starting around 4K from earlier). By now you should have already planed, and should be dramatically picking up speed. I drove a newer 4TEC S/C Speedster the other day and it was weird to not have a "step-by-step" process just to GO. On that one.....You just throttle and hang on!! I like my little Doo, but the whole setup was kinda dumb. Oh well, they seemed like they made quite a bit of improvement with each new model.
