1995 Seadoo SPX Weak Spark

Hi!

I am working on a 1995 Seadoo SPX that has very weak ignition spark. Originally, it had no spark, but after a new fully charged battery, a coil replacement, and new spark plugs were installed it is making a weak spark. I have checked the spark plug boots' resistance and they are both 4.56 ohms and cleaned the connections.
There is 12.5 volts going into the MPEM. The coil has a single supply wire to the coil from the MPEM (black/red wire if i remember correctly). This wire is reading .5 to 2.0 volts when the engine is cranking and cycling on/off.

Is the coil supply wire from the MPEM supposed to be at reduced voltage?

Is there supposed to be 12 volts out of the MPEM to the coil?

Does this mean that the MPEM is bad?

Or is it some other problem?
