1994 Seadoo XP No Start

So a week ago ski was running. Removed the gas tank and oil tank to flush and clean. Replaced oil filter. Bought appropriate Seadoo oil and fresh gas. Originally had a bad solenoid. Replaced it and all cranking issues resolved. Decided to give hull a good washing inside since gas tank removed. Battery was unhooked the entire time of the cleaning. Before putting tank back in I thought I try to turn engine over. When you push the green start button there is no crank or solenoid clicking. VTS buttons work for a few seconds after attempting start. I was afraid I may have gotten water into the front Ebox. Checked it and dry. So I thought maybe the switches had gotten wet. I took air compressor and blew them out. I checked continuity on the start switch, the lanyard switch and the red kill switch. All were good. Checked continuity on ground wire and red wire from solenoid to the starter and both were good. If you jump the solenoid it will crank engine. So I thought bad solenoid. It was a used extra I had. So today I replaced with a different used solenoid same symptoms. When I push the start button neither solenoids will provide power to the starter with a test light. I checked all fuses and ohmed them good. So I have a new solenoid in the box. I’m thinking that will be my next option? There were no problems before I washed the ski’s interior. I’ve also checked grounds in the EBOX and they tested good also. Thanks in advance for your assistance.
 
Also, I don’t have my fuel baffle/pick up plugged in since I removed the tank. On this particular model could that prevent it from turning over?
 
No the fuel sender will not cause it to not start. The old style kill switches are up under the dash and are a mechanical switch so water up there when cleaning the inside could have done it in.
 
I wondered about those switches. When I closed the circuit the ohm meter buzzed like there was continuity?
 
So I shorted both the green start and the lanyard switch wires in the Ebox to eliminate switches being the problem. Rechecked the continuity of both switches and all is good. Put brand new solenoid and another working solenoid in with the same results. Ski will crank if I bridge the two big red wires. Pushing start button there’s no power on starter side per my test light. I’m gonna start measuring voltages. There’s also constant power on both sides of the small solenoid posts. If I touch a ground wire to the small bottom post on the left I will get it to crank. I also did the test where I removed the wire from my over heat sensor and grounded it to the block and pushed the green start button and the alarm went off. I read that would rule out the MPEM if it made the long beep.battery is freshly charged. At a loss.

So I tested voltages today at the starter solenoid. I have 12.89 volts coming from battery to solenoid. I also have 12.89 volts coming from the red/yellow wire on lower right small post and 12.89 volts at the lower left two black wires. Aren’t those supposed to be a ground?

Solved my problem. I had installed a start/stop switch that was an extra from my 96 xp or gsx. Different part number and different action. I removed the switch and jumped the harness connection engine cranked right over. Also replaced the VTS module so trim is also working. Will install gas and oil tanks tonight and hope to water test it on Monday.

First time out for the 1994 and second time for my 1996. Cold, but 96 topped out at 54 mph and the 94 at 45 mph.
