1994 seadoo spi not starting

i’ve had this machine for around a week and it has started no problem and i’ve taken it out everyday. but all of a sudden it acts like it don’t want to start. so i changed the spark plugs and it wasn’t that. so i checked to see if it’s even getting spark and both of them are and while i had the spark plugs out i cranked it over to see if gas is shooting out of the spark plug holes and it is. so any other cheap and easy fix was cleaning out the fuel filter it was a little dirt on the bottom so while i had that off i turned it over to get the gas out of the system if it was dirty. it has all clean gas in the machine because i just filled it up. so i put seafoam in the filter and slapped it back on and it still acted like it didn’t want to start. the guy i bought it from did some things to it and i’ll attach that picture. Seafoam isn't going to do anything to help at all and could remove the oil from the cylinder walls so don't use it.

If there is fuel coming out of the cylinders then it is flooded. Typically this is caused by leaking needled and seats. IF the carbs were not rebuilt correctly with all new Genuine Mikuni parts that is the place to look. "Cleaning" the carbs typically does nothing.

If it was mine I would check compression before doing anything.

just checked the compression and both cylinders are at 120 psi
 
I would verify with another gauge.

At 120 psi the engine is done and typically will not start in the water because the compression is too low.
