it has been sitting sense 2005, it ran well then when i tryed to start it with new battery in would not turn i took spark plugs out and it turns freely. what does this mean valves?

Starter torque...?
This usually means your starter is bad. But, I'd be in question about your charging system first.
Take your battery out and charge it or take it down and have it load tested. Then, put it back in. If the starter turns the motor over with the plugs in it, it will be a charging system issue; if not, the starter needs to be replaced.
