1992 seasoo xp won't shut off

I have a 1992 XP new to me. Checked the stop swith and lanyard cut off swith with ohm meter. Both check ok, but they don't shut off engine. Is ther e another test prior to replacing the whole electronic module??

white or yellow motor? this is the transition year. if yellow, everything is in the mag and flywheel case. if white you have a grey elect box. i think yours is white. anyway, check in there for somebody messing around with wires. they mighta accidently disabled the shut-off. the stop button grounds ignition. the lanyard i am pretty sure takes away all 12 volts-when pulled. stops you from cranking engine too. can you start it with lanyard off?
