1989 SP fuel problems

Hello,
I need help with my 1989 SP it seems to have fuel issues. I have read some posts on this forum and am not sure what to try next.
Its my first jet ski. I am trying to get this running for my kids.
I bought it because it started out ouf the water and ran good on the trailer. I only have 300 bucks into it and am on a budget.

My first trip on the water was as follows
It started up like it were new, It idled ok. and it ran like new at top speed.
However, when I turned it off and attempted to restart it- it loaded up with fuel and wouldn't start and gave out alot of white smoke if it did restart. If you restarted it with in a few seconds it might start back up. If you waited longer it would be flooded. This happened evertime I would restart it.

Heres what I have done to correct the no restart/ too much fuel issue.
Checked compression -both cylinders are at 115 psi
I took the round Mikuni out and replaced the diaphram and new needle and seat. I checked the fuel vent check valve by blowing on the fuel vent hole and it allows air in but not out. At the boat launch I adjusted the idle and set the low speed mixture to 1 1/2 turns where it was smoothest. I openend it up and ran it full throttle for 5 minutes. I shut it off and it didn't start back up.

I accepted a tow back to shore from the fine folks at the yacht club. At shore I took both plugs out. Both plugs were dry! It appears the new needle and seat corrected the flooding that was happening each time I went to restart it. However, I have this second problem- no fuel at restart. I tried to use the choke to start it but that soaked the plugs and didnt do the trick. My battery is now dead and when it charges up I am going to resume my quest to fix this thing and be a hero to my kids!

Do I need to add a primer kit?
