15 amp fuse in mpem

Bought another 96xp
After trying it in the lake, and it not running great. I decided to check fuses, the 15 amp looked like it got melted into the mpem. I can’t get the one fuse terminal out.
But my question is what does that fuse do and how could it run without it?

Just thought I would share some information I found about the reason that fuses melt.
I guess it’s from the fuse having corrosion on the connection, which creates heat and the more it heats up the worse the oxidation gets and the hotter it gets. Which finally melts the plastic.
Maybe everyone knows this, but I never knew.
