08 challenger se Max rpm is 6500?

I got some seewweed in my prop impeller. I cleaned it all out and it looks clean inside. Now i can only get 6500rpm at full throtle and 30-35 mph. The dealer cleared some sensor codes and siad it was good to go. Do you think the impeller is messed up? It sounds normal in the water no cavitation. Please help.
