04 sportster LE DI dies when throttling down

My boat will start fine, it will idle, and it will throttle up fine, but as soon as I back the throttle down to less than 2000 rpms, it dies. Even if I throttle up quickly before it dies, it does not keep it from dying. When I try to start it again, it will fire up and die and repeat this a few times before it starts back up again. And then the process starts over. It'll throttle up fine, but as soon as I throttle down, it dies. I put brand new plugs in it and it didn't help. I even drained the fuel tank and put in brand new gas, and it didn't help. Any ideas?
 
Symptoms of air leaking into fuel suction side of carb. Look at Separator filter bowl
square O-ring seal. Bills86e
 
The fuel pump has a filter (sock) on the bottom that can clog, preventing fuel flow.
Your system should be tested for 59lbs psi.
