04 seadoo sportster 951 di motor not ideling or going above 3500 rpm

So I traded for this thing haven't had time to mess with it to much compressions not the greatest but not gone 125 each hole new battery old one has 11 volts 140 cca new has 12.5 450 cca just won't idel or go above 3500 maybe 5000 tops gets up to 20 to 30 mph do I need to drain gas check for water or take it on run and clear codes from low voltage maybe in a limp mode any advise would help trade my personal standup for this for the family now there mad its not ready yet or last option pull the Di motor drop in a carb motor and norm out of one of my running skis

Compression is not bad. 951 motors factory are 130psi.
Crank it up and check across the battery terminals. Should read 12.6 to 13.5vdc approx.
Good idea to drain gas, pull tank and clean. DI's don't like water in the gas. While you are in there change the internal filters on the pump. (non seadoo parts)
Get a fuel pressure tester and check the fuel pressure. Should be 107psi anything lower and will not run.

So cleared all codes took out still does the same will be running a code check again tomorrow hope will give some leads on where to start ran fair first trip out but still not over 5k rpm and about 20 mph according to the mpem it only has 19 hours on it

With a Di engine... it could be a lot of things. Normally... the fuel or air pressure is low, when it's under a load.
 
last night i did a voltage reading while running at about 3 k rpm and it was only 12.5 so im going to try to check the stator out today and if thats good ill order a new voltage regulator so no since in getting the codes read again till i get the basics fixed
 
Could be an issue. With a Di... if there is a code... like low voltage... it will be in limp mode.
