04' GTX RFI Steering Issue

Hello my name is Cole and I am new to the forum and I am from North Georgia.
I have (2) 2004 GTX RFIs and one of them steers just fine like it should but the other one you have to really put some strength into it to turn. I know this is probably a quick and easy fix, just don't know how. Please help!

in or out of water?

mine needs more force out of water then in water, might want to check the end of the cable on the nozzle?

might wanna try to lube up any points you can see, might need to remove the cable and lube the whole thing
