03 Sportster LE electrical issues

According to the print SP-2 appears to be 1 of several grounding connectors correct? My bilge fan has 12v to the yellow but the black is 700 m ohms as is SP-2. Any help would be greatly appreciated.

Sorry I never got around to saying my bilge fan isnt working due to bad ground.
