03 Seadoo Challenger 2000 Optimax 250 5K RPM Issue

Having an issue with my 2003 Seadoo Challenger and hope someone could help. Boat runs great under 5K RPMs, but anything over that its bogs down and I have to reduce the throttle before it returns to normal. I've cruised the lake for 5+ mins at 4900 RPMs, no problems whatsoever. Its seems odd to be at such a precise RPM. Any ideas? So far Ive replaced spark plugs and fuel filter. I don't know for sure but I see a lot of posts where people point to the throttle position sensor or the temperature sensor. have you look at these?
