02 utopia reverse bucket problems

When I try to go forward I go backwards. I think my reverse cable is broke. My question is will the bucket move if you push the throttle when the boat is not running
 
When I replaced my shift cable a month ago, it was more rusted at the shifter than at the reverse gate.

This is not a BRP only cable. You can find it on ebay. Just make sure you get the right length.
 
So I got my piece welded and put it back together. But when the throttle is straight up the bucket is all the way down. Is there an adjustment to make to the neutral position straight up or did I put it together wrong
 
Is this a 2-lever system or a single lever system?

If it's a 2-lever- (most are)
Throttle stick position should have nothing to do with bucket position.

Shifter neutral position (straight up) should lock the throttle stick. It also locks out cranking.

There is adjustment at the shifter and at the pump.
