02 Sportster Le getting too much fuel to one carb

So recently I acquired a 02 Sportster Le. The motor was hydrolocked and so I installed a reman from SBT. I cleaned the carbs, fuel selector switch and replaced all of the fuel lines. It starts up right away but vibrates and won't go past 10 mph. I replaced the pump wear ring and that didn't help. Took the spark plugs out and realized only one seemed to be igniting. (the other one was completely clean) Tested for spark and both plugs are sparking. Then I decided to take off the air box and look into the carbs while cranking the motor. The rear carb seems to be just dumping fuel where as the other one seems normal. The same carb dumping fuel is the same one that feeds the cylinder that the clean spark plug came out of. I'm assuming that cylinder is getting way too much fuel and not allowing the spark to ignite. Any idea what could be causing this? I've heard the needle/seat could be stuck open. Any suggestions are appreciated.
 
Metering needle inside fuel flooded carb is malfunctioning. It's stuck open or isn't being closed by metering arm. Check pop-off pressure to confirm leaking needle.
