01 GTX carb low in water idle

I had the carbs rebuilt on my 01 GTX 951. They guy who did the work totally screwed up the adjustments on the carbs and throttle cable tention. Basicly the carbs werent in sync and the cable was so tight the butterflies wouldnt close completely, causeing it to run away. Anyway, shes been fixed correctly by someone else now but I have a low in water idle. Out of the water Im at 3k rpm, in water Im at 1280/1300. It should be around 1450. Also, when I first start it to flush after riding, I get a low 1500 idle. Turn the water on and give it a blip of throttle and it idles up and holds at 3k. So what could be causing this to happen? The thing runs absolutly amazing in the water
 
If it's low, but stable... it's fine. If you want to bring it up a little... just turn the screw by the cable. (its at an angle right where the cable comes into the MAG carb) Do the adjustment in the water.

As far as the low idle on the hose... it's probably just the low idle. Once it is adjusted... if it's still doing it... we will figure it out next.
