Wife has an 00 RX that reads 10 mph even if she goes faster. Wheel seems to spin freely. Is there a simple fix?

Put you a GPS receiver on it. Those paddle wheels are not reliable, and will break, and don't read an accurate speed, most of the time.

(you asked for a SIMPLE fix!)

I suppose that is one option. If the fix gets too expensive, that is what I might end up doing.

I saw that they sell the paddle wheel as a replacement part and was wondering if that would be the way to fix it. After all, it isn't dead altogether since it reads speed but not sure how else to go about checking it.

AKLIM, checking the speed sensor is pretty simple. You'll need a multimeter and a valve stem tool, wait I'll explain.
Disconnect the speed sensor connector housing
from inside bilge.
Unclip the little tab on the back of the terminal coming from the sensor.
Using the hollow end of a valve stem tool, slide the hollw end over one of the probe of the the PURPLE/YELLOW one, this will push the barbs holding it in and allow it to be removed. Do this for the other one as well (BLACK/ ORANGE) Be real careful not to pull the wire out of the probe.

Reconnect the PURPLE/YELLOW and BLACK/ ORANGE wires in the receptacle housing.

Connect the positive probe of a multimeter tospeed sensor PURPLE/YELLOW wire and the negative probe to speed sensor BLACK/ORANGE
wire.

With the safety lanyard removed, depress the start/ stop button to activate the MPEM timer.
Slowly rotate the paddle wheel. Every 1/8 turn, the observed voltage should fluctuate between 5.5 and 8.5 Vdc.

I'll try that as soon as I get a free moment at home. TIA. If anyone else has something to add, feel free.
