0.03 Volts oh my !

So after all these months I get time to put the old speedster in the water. Oops dead battery.No problem, got it at Sams and they take anything back!! Only 5 months on a Duracell AGM,no problem kept receipt, so they gave me a new one. Hook her up bump the engine, they turn, things are looking fine. BUT for some reason my blower isn't working. Uh mm...so I take out the tester and get a reading, at the switch between wires of 0.03v ? Like some stray phantom voltage, maybe over time its what sucked the other battery down? I go to the blower and turn on the switch 0.02v? Disconnect the wires at the switch and test the connection at the blower again. 0.00v No fuses are blown. No 12v, no blown fuse, but very very weak constant voltage, anybody have an idea what may be happening?
