Could be the accelerator pump tubes in the carb that are clogged. The 99 has them, not sure your model any goo in them will give you a bog on the lower end when you blurp the throttle. You might think they are clean but they could be still clogged.

Does it bog when giving the throttle a hard tap but clear out when you slowly give it throttle?

Some on this site have used JB weld to fix until they get a chance to pull and weld. I just found one myself. Im going to jb weld until I get some time to pull and find a welder.

Those flaps protect the intake from the exhaust seal breaking and blowing water into the carb. The kit that came with my 99 wrapped around the black pipe at the exhaust manifold covering the seal just in case it vibrated loose. That looks correct the way mine is on.

I think you can check the load amperage by hooking up a meter to the battery then hitting the start button and watch the volts drop. I think min voltage is 10.5 if i remember correctly. Should only drop 1 to 1.5 volts

Go through your carbs. Make sure the three holes in the carb throat are good and clean. That will fix the idle. Then move to the acc pump, that is the range where you start to increase the throttle. If I remember right, i think after that its the pop off of the spring that carries you through...
