still got problems i yanked the starter out and cleaned everything still havein same problem even if i try and jump the relay nothing happens it still just clicks

I have a brand new battery, all my fuses are good, but every time i hit the start button all that happens is my starter relay clicks and the starter never turns over. checked voltage before and after the relay and at the starter when you hit the start button you get 12 all the way down the line...
