    There is no way to get the impeller off without the tool. You can use an old drive shaft if you bend it like a tire iron.

    Rave valves could be the issue I would pull them check the baffles for tears. Make sure the springs are all there. There's a spring under the cap and two on the baffle that seal the edges. Also check your carb settings the high-speed needle should be closed and the low speed at 1.5.

    Just did the exact repair myself. You will need a 1/8 pipe tap, a "q" size bit, a 1/8 nipple, 1/8 tee, two 1/8 x 1/4 barb fittings, grease, thread sealer and brake cleaner or carb cleaner.     Lots of directions to go here but possibly fuel related check your tank vent. Did you replace lines and filters? What are the adjustments set at on your carbs? LS should be 1.5 HS should be closed. Couple of ideas to start.

    1998 challenger 1800 - Fuel baffle Unit

    Also make sure of two things first my pickup had fallen off and was laying in the bottom of the tank. Don't know if that's common but it shortens one of the pickups by several inches. Second the clamps were over tight on mine crushing on of the nipples.
