Not sure, but have you removed the j-pipe and checked for blockage in the holes that feed to water through the wrap around veins, to cool the exhaust, and follow the three hoses that feed it, for blockage?

I recommend that you use a genuine OEM rebuild kit. Replace bearings AND seals. Be weary of cheap aftermarket kits!

You can duck tape a long straw to a wet-vac... Just kidding. Hand pump is not that hard. Once it gets going, just be patient, and add an extra pump every once in a while...

The water has to reach a certain level, before it will kick in automatically, unless you have a bad float switch. It is somewhere down on the starboard side. Check and see if something is blocking the switch, or replace it. A working bilge pump is a good thing to have. For maintenance...
