Bump on this issue. Cant seem to find any info that helps

I tried three different starter relays/solenoids. The switch terminal (PU/W and PU) wires are both showing 12v full time. When I jump the batt/starter lugs the engine turns over. Tested the continuity on the switch itself and it works just fine, however like I said the 2pin terminals are...
