Hi speed jet screw removal

I am trying to rebuild this carb and I am a little confused as to how to take off this hi soeed jet screw. It seems it has a stopper and has a limited range of motion. Please see attached pictures. Thank you in advance.

That plastic cap on the high speed screw just pulls off

Thank you Burtshaver2021, I thought the plastic cap had already been removed since the screw driver slot was visible.
